8. Actively pursue public-private partnership opportunities

Estimated to pay off at a rate of up to nine to one, the case for public investment in sanitation is unequivocal. Yet what frequently stands in the way is that authorities simply don’t have the large sums needed to pay for piped sanitation. In this context, the key point about CBS is that it offers the same benefits — the safe collection of waste and its transport to a place where it can be treated and re-used — at a fraction of the capital cost of sewers. This a significant point and it’s why municipal authorities should consider CBS carefully when thinking about how they can bring improved sanitation to their hardest-to-reach populations. A public-private partnership (PPP) model of provision could be based on CBS providers contracting directly with authorities, installing and maintaining toilets, and managing waste collection for entire communities, in return for a monthly service fee. Municipal authorities could make service provision a more attractive proposition to local entrepreneurs in several ways — from directly subsidizing CBS providers’ revenues, to bearing (or providing soft loans to meet) their upfront capital costs, to providing tax breaks.

City Office partnership for cross-cutting, complex issues

The Mayor is committed to setting up a new City Office to tackle cross-cutting, complex issues through a shared approach to strategic leadership with the ability to deliver tangible outcomes through targeted projects. It will aim to help collective actions, help to remove barriers to change and connect with new people in new ways. The City Office will provide a strong focus and coordination role for the excellent partnership working that is already well-developed in the city. For example, it will work closely with existing groups such as the Bristol Green Capital Partnership (BGCP) which is an independent leadership organisation founded in 2007. It has more than 850 member organisations, ranging from businesses and the public sector to charities & community organisations. It is currently working on a range of projects towards its vision of ‘a sustainable city with a high quality of life for all’.

Systems Thinking

Systems thinking is a way of understanding systems as wholes, as well as the ways in which independent parts interact with and influence the other parts of the system. To get started you just need to start thinking about the systems you’re working with, or designing, with this new lens. What are the inputs, processes, & outputs? Are there any undesired outputs (negative externalities)? Are any of the inputs hazardous, or in short supply? Could hazardous inputs be replaced w/non-hazardous ones? Could virgin materials be replaced w/recycled ones? Could different processed lead to increased benefits/reduced harms. Any time you consider changes, run the updated system through your mind repeatedly & look for unintended consequences. Systems thinking can be used in problems solving, & problem prevention. By designing with systems thinking in mind, many unintended consequences can be avoided. And in considering alternatives, benefits that would otherwise have been missed, might be realized.
